NCPCR Seeks Action Against Man For Assaulting A Minor Who Leaned On His Car In Kerala
The National Commission for Protection of Child Rights has issued a notice to the District Magistrate of Kannur District in Kerala seeking action and inquiry in a matter where a minor was kicked by the car owner for leaning on his car.
The NCPCR has also said that the child should be identified and produced before the Child Welfare Committee for recording of his statement and rehabilitation as per the Juvenile Justice (Care and Protection) Act 2015.
The notice issued by NCPCR stated that "The Commission has come across a video in a news report wherein a minor was brutally beaten for leaning on a parked car."
"The Commission thereby requests your good offices to investigate the matter by lodging an FIR against the man who is seen in the video. Further, the child who is seen in the video should be identified and produced before the Child Welfare Committee for recording of his statement and rehabilitation as per the Juvenile Justice (Care and Protection) Act. 2015. Furthermore, proper medical treatment shall be provided to the minor victim on an urgent basis.", the notice read further.
A six-year-old child belonging to a Rajasthani family who was leaning on a car was brutally kicked by the car owner named Shihshad in Thalasserry, Kerala. The act was caught on CCTV and the video has become viral.
The accused was booked under Sections 308 (attempt to culpable homicide), 323 (punishment for voluntarily causing hurt) of the Indian Penal Code.
The boy who had sustained injuries on his back was admitted to the hospital for treatment.
The Child Rights Commission has sought an action taken report within 7 days.
"An Action Taken Report along with copy of FIR and relevant records may be submitted to the Commission within 07 days of receipt of this letter.", the notice issued by the Commission read.

The National Commission for Protection of Child Rights is a statutory body constituted to protect child rights and other related matters in the Country. In addition to functions assigned under Section 13 of the CPCR Act, 2005, the Commission has also been mandated under Section 13 1 (j) to take suo-moto notice of matters related to deprivation and violation of child rights.
