SC Collegium Recommends Appointment Of 3 Judicial Officers As Judges Of Delhi HC

The Supreme Court Collegium has recommended the names of three Judicial Officers of the Delhi Higher Judiciary for appointment as Judges of the Delhi High Court.

The following are the names recommended by the Supreme Court Collegium-

• Judicial Officer Girish Kathpalia

• Judicial Officer Dharmesh Sharma

• Judicial Officer Manoj Jain

Girish Kathpalia

As per the Collegium statement, the Judgment Evaluation Committee has graded judgments authored by Girish Kathpalia as ‘outstanding’. He is the senior-most member of the Delhi Higher Judicial Service. The Collegium resolution read that the Intelligence Bureau has reported that Girish Kathpalia has a good personal and professional image and that nothing adverse has come to notice against his integrity.

Dharmesh Sharma

On the recommendation of Dharmesh Sharma, the Collegium resolution read that the inputs of the Intelligence Bureau are evaluated in conjunction with the opinion of consultee judges who have with their long years of experience in the High Court of Delhi observed the conduct and work performance of the officer. Also, the Judgment Evaluation Committee has graded judgments authored by him as ‘Outstanding’.

Manoj Jain

As per the Collegium statement, the Judgment Evaluation Committee has graded judgments authored by Manoj Jain as ‘outstanding’. The Collegium resolution read that the Intelligence Bureau has reported that Manoj Jain has a good personal and professional image and that nothing adverse has come to notice against his integrity.

The Collegium resolution also states that while considering the above proposal, the Collegium has also taken note that the above proposal involves non-recommendation of a senior Judicial Officer.

“…we have gone through Minutes of the High Court Collegium, which has duly recorded reasons for not recommending the name of the Judicial Officer. We are in agreement with the justification given by the High Court Collegium in its Minutes for not recommending the senior Judicial Officer.”, the Collegium resolution read.
